			<content:encoded><![CDATA[<p>A number of tragic shooting incidents in public spaces and work places around the country have heightened the community&#8217;s concern and awareness about what steps to take if ever confronted with a similar situation. These incidents have demonstrated that preparedness, alertness, quick action, immediate notification, and rapid response are imperative.</p>
<p>It is important to recognize that past Hostile Intruder/Active Shooter incidents have shown that, in these situations, there is no time, room or intention for negotiation on the part of perpetrators. The perpetrator is there to cause as much injury as possible in the least amount of time possible. In most cases, perpetrators use firearm(s) and there is no pattern or method to their selection of victims; these situations are dynamic and evolve rapidly, hence quick action is crucial.</p>
<p>If you find yourself in a Hostile Intruder/Active Shooter situation, how you respond will be dictated by the specific circumstances of the encounter. Try to remain calm and use these guidelines to help you plan a strategy for safety.</p>
<p><strong><span style="text-decoration: underline;">If a hostile intruder/active shooter</span></strong><span style="text-decoration: underline;"> <strong>is Outside your building</strong></span><strong>:</strong></p>
<p>1. Get to a room that can be locked; close and lock windows and doors</p>
<p>2. Turn off the lights</p>
<p>3. Try to get everyone down on the floor (so that no one is visible from outside the room)</p>
<p>4. Call 911. The Dispatcher will ask for, at least, the following information:</p>
<p>a. Your name</p>
<p>b. Location of the incident (be as specific as possible)</p>
<p>c. Number of shooters (if known)</p>
<p>d. Identification or description of shooter</p>
<p>e. Number of persons who may be involved</p>
<p>f. Your location</p>
<p>5. Stay in place (calls from unfamiliar voices to come out may be the attacker attempting to lure you)</p>
<p>6. Do not respond to any voice commands until you are sure that they come from a Police Officer, or a Campus Safety &amp; Security Officer</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">If a hostile intruder/active shooter</span></strong><span style="text-decoration: underline;"> <strong>is INSIDE your building</strong></span><strong>:</strong></p>
<p>1. Exit (get out of) the building immediately</p>
<p>2. Notify anyone you may encounter to exit the building immediately</p>
<p>3. Call 911. The Dispatcher will ask for at least the following information:</p>
<p>a. Your name</p>
<p>b. Location of the incident (be as specific as possible)</p>
<p>c. Number of shooters (if known)</p>
<p>d. Identification or description of shooter</p>
<p>e. Number of persons who may be involved</p>
<p>f. Your location</p>
<p>&nbsp;</p>
<p><strong><em>If exiting the building is not possible, the following actions are recommended:</em></strong></p>
<p>1. Go to the nearest room or office</p>
<p>a. If you are locked out of all rooms, seek refuge in the nearest restroom,</p>
<p>lock yourself in a stall and keep quiet</p>
<p>2. Close and lock the door and/or block it (try barricading the door with desks and chairs)</p>
<p>3. Cover the door windows</p>
<p>4. Call 911 (the Dispatcher will gather information from you)</p>
<p>5. Keep quiet and act as if no one is in the room (silence cell phones)</p>
<p>6. DO NOT answer the door</p>
<p>7. Stay in place (calls from unfamiliar voices to come out may be the attacker attempting to lure you)</p>
<p>8. Do not respond to any voice commands until you are sure that they come from a Police Officer, or a Campus Safety &amp; Security Officer</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">If a hostile intruder/active shooter Enters your office or classroom</span></strong><strong>:</strong></p>
<p>1. Remain calm</p>
<p>2. Dial 911 (if you can’t speak, leave the line open so the Dispatcher can listen to what’s taking place)</p>
<p>3. Try to escape, but if unable, you must take action to survive!! Make a quick survival decision, either:</p>
<p>a. Try to negotiate with the hostile intruder/active shooter (perhaps not the most effective measure), or</p>
<p>b. Try to hide; bear in mind that being hidden (i.e. behind a wooden door) is not the same as being covered (i.e. behind a steel door), or</p>
<p>c. Play dead (pretend to be unconscious), or</p>
<p>d. Try to overpower the hostile intruder/active shooter by force (use anything at your disposal and fight for your life); <strong>Only you can decide if this is something you should do</strong></p>
<p>e. If someone other than yourself acts to overpower the hostile intruder/active shooter it is recommended that you assist, as this will increase the chances of success and survival. <strong>Again, only you can decide if this is something you should do</strong></p>
<p><strong><em>If the hostile intruder/active shooter leaves your area, and as soon as it is safe to do so:</em></strong></p>
<p>1. Close and lock the door and/or block it (try barricading the door with desks and chairs)</p>
<p>2. Call 911 (if not on the line already)</p>
<p>3. DO NOT answer the door and stay in place behind cover</p>
<p>4. Do not respond to any voice commands until you are <span style="text-decoration: underline;">sure</span> that they come from a Police Officer, a Campus Safety &amp; Security Officer</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">If you decide to flee during a hostile intruder/active shooter situation</span></strong><strong>:</strong></p>
<p>1. No matter what the circumstances, make sure you have an escape route and plan in mind</p>
<p>2. Do not attempt to carry anything while fleeing</p>
<p>3. Do not attempt to remove injured people (leave wounded victims where they are and notify authorities of their location as soon as possible)</p>
<p>4. Move quickly; keep your hands up high and visible</p>
<p>5. Follow the instructions of any Police Officers you may encounter</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">What to expect from responding police officers</span></strong><strong>:</strong></p>
<p>Police Officers responding to an active shooter are trained in a procedure known as &#8220;Rapid Deployment&#8221; and proceed immediately to the area in which shots were last heard.  Their purpose is to stop the shooting as quickly as possible. The first officers to arrive will not stop to aid injured people; rescue teams composed of other officers and emergency medical personnel will follow the first officers after areas have been secured to treat and remove injured persons.</p>
<p>Please understand that the police will be treating all those they encounter (including you) as possible suspects. When you encounter the police:</p>
<p>1. Remain calm</p>
<p>2. Do as the officers tell you</p>
<p>3. Put down any bags or packages you may be carrying</p>
<p>4. Keep your hands up and visible at all times</p>
<p>5. If you know where the hostile intruder/active shooter is, tell the officers</p>
<p>6. Once out of harm’s way remain at whatever assembly point authorities designate</p>
<p>7. Keep in mind that the entire area is still a crime scene; police will usually not let anyone leave until the situation is fully under control and all witnesses have been identified and questioned</p>
<p>8. Do not leave until you have been interviewed and released</p>

<p><strong><span style="text-decoration: underline;">California</span></strong><strong><span style="text-decoration: underline;"> Department of Justice Burglary Rating   (CDOJ)</span></strong></p>
<p>Regulatory Gun Safe Standards DOJ regulatory standards require a gun safe to meet either:<br />
All of the following requirements:</p>
<ol start="1">
<li>Shall be able to fully contain firearms and provide for their secure storage.</li>
<li>Shall have a locking system consisting of at minimum a mechanical or electronic combination lock.  The mechanical or electronic combination lock utilized by the safe shall have at least 10,000 possible combinations consisting of a minimum three numbers, letters, or symbols.  The lock shall be protected by a case-hardened (Rc 60+) drill-resistant steel plate, or drill-resistant material of equivalent strength.</li>
<li>Boltwork shall consist of a minimum of three steel locking bolts of at least ½ inch thickness that intrude from the door of the safe into the body of the safe or from the body of the safe into the door of the safe, which are operated by a separate handle and secured by the lock.</li>
<li>Shall be capable of repeated use.  The exterior walls shall be constructed of a minimum 12-gauge thick steel for a single-walled safe, or the sum of the steel walls shall add up to at least .100 inches for safes with two walls.  Doors shall be constructed of a minimum of two layers of 12-gauge steel, or one layer of 7-gauge steel compound construction.</li>
<li>Door hinges shall be protected to prevent the removal of the door.  Protective features include, but are not limited to: hinges not exposed to the outside, interlocking door designs, dead bars, jeweler’s lugs and active or inactive locking bolts.</li>
</ol>
<p>or All of the following requirements:</p>
<ol start="1">
<li>Is listed as an Underwriters Laboratories Residential Security Container;</li>
<li>Is able to fully contain firearms;</li>
<li>Provides for the secure storage of firearms.</li>
</ol>
<p>Burglary Classification Residential Security Container (RSC) signifies a combination or keylocked unit designed to offer protection against entry by common mechanical tools. Performance tests are conducted against the entire unit. The basic standard used to investigate in this category is UL 1037, &#8220;Antitheft Alarms and Devices.</p>
<ol start="1">
<li>An Anti-theft device, as defined by Paragraph 1.3, shall resist at least 5 minutes of attack that would defeat its purpose.</li>
<li>Any disassembly of the protected property required to make it removable, is to be included in the 5 minutes of attack test.</li>
<li>The tools used in the test are to include hammers, chisels, adjustable wrenches, pry bars, punches and screwdrivers. The hammers are not to exceed 3 pounds in head weight, and no tool is to exceed 18 inches in length.</li>
<li>The product under test is to be mounted securely in its intended position, and the attack is to be carred out by one operator.</li>
</ol>
<p><strong><span style="text-decoration: underline;">BURGLAR SAFES:</span></strong><strong><span style="text-decoration: underline;"></p>
<p></span></strong>Burglar safes are usually made of solid steel plate or a combination of solid steel and composite fill material such as concrete. These safes are divided into categories based on the level of protection delivered and the testing endured. <strong>Here we will discuss only seven classes:  B-Rate, U.L. RSC Rating,  B/C Rate, C-Rate, U.L. TL-15, U.L. TL-30 and TL-30 X6.</strong></p>
<p><strong><span style="text-decoration: underline;">B-RATE SAFES (ALSO U.L. RSC, RESIDENTIAL SECURITY CONTAINERS):</span></strong></p>
<p>B-Rate is a catchall rating for essentially any box with a lock on it. The safe industry had an unwritten standard of ¼ inch body, ½ inch door. As steel prices and shipping costs increased manufacturers tried many things to reduce their costs. <strong>No tests are given to provide this rating</strong>. When buying a B-rate safe, look at things such as lock work, hard plates, and relocks.</p>
<p><strong>U.L. Residential Security Container rating (RSC)</strong> &#8211; This UL rating is based on testing conducted for a net working time of five minutes, on all sides, with a range of tools. See U.L. TL-15 and TL-30 descriptions below for &#8220;net working time&#8221; description.</p>
<h5>B/C-Rate Safes</h5>
<p>This is a catchall rating for safes with at least a 1/4&#8243; steel body, 1/2 inch door PLUS additional 10 or 12 guage metal layers where composite fire resistant material is also deployed. <strong>No tests are given to provide this rating</strong>. Look at the lock work, relocks and other features when making your decision.</p>
<h5>C-Rate Safes</h5>
<p>This is defined as a ½ inch thick steel box with a 1-inch thick door and a lock. As before, <strong>NO tests are given to provide this rating</strong>. Look at the lock work, relocks and other features when making your decision.</p>

Items like jewelry, coin collections, furs, and cameras are easy for thieves to fence, thus making appealing targets. Experienced burglars know where to look for these things too, so your favorite hiding place might not be as secure as you think. A bank safe deposit box is the most secure place to store your valuables, but these tend to be small, only able to hold a few items.</p>
<p>Home safes are another option. Before you buy a safe, make sure you understand the different levels of protection. All good safes will have Underwriters Laboratories, or UL, ratings. These ratings determined how fire-resistant a safe is and fall into the following categories:</p>
<p><strong>Class C Safe </strong>&#8211; Protects paper documents for up to 1 hour at temperatures up to 1700°F</p>
<p><strong>Class B Safe</strong> &#8212; Protects paper documents for up to 2 hours at temperatures up to 1850°F</p>
<p><strong>Class A Safe </strong>&#8211; Protects paper documents for up to 4 hours at 2000°F.</p>
<p>Under most circumstances, a class B or C safe is fine for adequately protecting irreplaceable papers. There are specialized safes available to protect data storage devices and computer disks.</p>
<p>A good safe should also protect against damage caused by a collapsing building.</p>
<p>If you don&#8217;t feel that you need something as big and bulky as a safe, you may consider a money chest. Money chests are usually secured to your house&#8217;s structure. They are typically smaller than safes, but they are also more expensive. Since they are smaller, they can potentially be pried from a frame wall and carried off by the thief for later cracking. This is why, if you are considering a money chest, you should get one that can be secured into a masonry floor or wall.</p>
<p>Combination safes, which are often featured on television, are popular choices. These safes are made up of two parts: a sturdy money chest inside an equally sturdy fire-resistant safe. They have a thick steel door and walls, along with a combination lock that includes a relocking device. They can be bolted to your floor or set in concrete, thus ensuring a burglar cannot move them.</p>
